Art Programs in Prisons - What do you think? Is it a waste or is it beneficial?

The Arts in Public Places law of 1974 deemed that one-half of 1 percent of all money spent on state facilities would go to the arts. How do you feel about this? Is it beneficial to the inmate population or do you think its a waste of tax payer money?
